Provincial Prosecutor Bonifacio refused to represent the Municipality of San Vicente in a case for collection of taxes. He explained that he cannot handle the case with sincerity and industry because he does not believe in the position taken by the municipality.

Yes. A government lawyer, who under the law, is required to represent the government should not refuse to appear for them. A prosecutor cannot refuse the performance of his functions on grounds not provided for by law without violating his oath of office. He cannot allow his personal beliefs to interfere with his duties.
